Section FA    FACILITIES DEVELOPMENT GOALS/PRIORITY OBJECTIVES     

The MSAD #34 Board strives to provide facilities and grounds that will offer the best possible physical environment for learning and teaching. Specifically, the Board shall maintain facilities and grounds that:

A. Accommodate the District’s educational philosophy and instructional goals;

B. Meet all federal, state, and local health and safety requirements;

C. Meet all ADA (American with Disabilities Act) requirements;

D. Promote low maintenance costs and energy efficiency;

E. Are visually pleasing and welcoming to faculty, students, and the community;

F. Anticipate the needs of an expanding and changing student body.

Section FB               LONG-RANGE FACILITIES PLANNING    

The Board recognizes that educational programs are substantially influenced by the environment within which they function. It is the Board’s goal to provide the appropriate facilities needed for the number of students in the District and to provide the kind of facilities that will best support the educational program. A ten-year facilities plan will be established by the Board and updated every year.

Architects employed by the Board are expected to plan for high educational utility and flexibility; accessibility; low maintenance costs and energy efficiency; and quality aesthetics of design.

For each new building project, a Building Committee will be appointed by Chairperson of the Board of Directors. The authority and responsibilities of this Committee shall be detailed by the Board at the time of appointment.

Decisions pertaining to educational specifications of new buildings and those undergoing extensive remodeling will be developed only after the viewpoints of teachers, students and parents have been sought. All plans, procedures, and building standards shall be in compliance with federal and state laws.

Section FD   FACILITIES FUNDING FOR CONSTRUCTION OR RENOVATION     

When the Board of Directors determines there is a need for new school construction, additions or major renovations, the Board shall consider funding options either through the State Department of Education, or local channels. The Board shall consider and make itself aware of the procedures and guidelines associated with the method of funding which it selects. Once a funding option is selected by the Board, the Board will adhere to the guidelines and procedures required by the funding source, provided those guidelines and procedures meet the legal requirements established for the District.

If the voters approve the bond issue, construction shall proceed. Award of the construction contract for all building projects shall be made according to state BGS guidelines.

During the construction period, the Board shall determine who shall be its agent for approving changes in specifications and/or cost changes (an administrator, construction supervisor, Board committee, or other). The Board shall retain final approval over all but minor decisions concerning construction.
